Accelerating the Infrastructure Migration of a MedTech Acquisition

Boosting scalability, security, and operational efficiency in Cloud Migration

When Norstella merged with Citeline in late 2022, it created the world’s largest pharma intelligence solutions provider, bringing together healthcare data innovation and clinical trial intelligence. To ensure a seamless transition, Norstella needed to migrate all of Citeline’s Amazon Web Services (AWS) from Informa to a new AWS Control Tower environment within a tight four- month deadline before their Transition Services Agreement (TSA) expired. To accelerate the migration and minimize disruption, Norstella partnered with GlobalLogic, leveraging our deep cloud expertise to execute a secure, scalable, and efficient AWS transition.

Challenge

With a hard deadline and a complex business landscape, the migration required:

  • Seamless Business Continuity – Citeline was fully integrated into Informa PLC, so carving out its AWS services had to be executed with zero disruption to business operations.
  • Critical Dependency Management – The transition had to replicate Informa’s dependencies without impacting product accessibility or developer workflows.
  • Specialized AWS Expertise – Post- acquisition, Citeline lacked the internal cloud engineering resources previously available at Informa.
  • Parallel Migration Streams – One of five simultaneous migrations affecting 20 AWS accounts needed careful coordination.
  • Project Management Excellence – A structured Project Management Office (PMO) was required to streamline execution and ensure standardization across multiple business streams.

To ensure a seamless migration, GlobalLogic took a structured, phased approach that prioritized security, scalability, and minimal disruption.

The first step was a comprehensive infrastructure audit to map Citeline’s AWS environment, identifying critical dependencies, data flows, and potential risks. Since Citeline had been fully integrated into Informa’s infrastructure, untangling these systems required detailed documentation and close collaboration with both Citeline and Informa stakeholders. To supplement existing documentation, GlobalLogic conducted workshops to validate assumptions, uncover pain points, and align all teams on the migration strategy.

With a clear understanding of the infrastructure, GlobalLogic implemented AWS Control Tower to orchestrate and secure services across multiple accounts. This provided a centralized governance model, ensuring compliance, security, and future scalability within Norstella’s broader cloud strategy. To enhance security, GlobalLogic deployed Amazon GuardDuty, AWS Security Hub, IAM Access Analyzer, and other AWS-native tools, creating a multi- account environment with built-in monitoring and threat detection.

The migration itself followed an agile, iterative process to reduce risk and ensure business continuity. GlobalLogic began with a pilot phase, testing the migration framework on non-production environments before scaling to production accounts. This approach allowed the team to identify and resolve potential issues early, refining the process to ensure a smooth transition.

Throughout the project, cross-team collaboration was critical. GlobalLogic worked closely with Citeline’s internal teams to ensure that any changes to infrastructure would not disrupt product development, customer access, or ongoing business operations.

Impact

GlobalLogic successfully migrated all 20 AWS accounts within the four-month deadline, thanks to a strategy that combined technical expertise, agile execution, and strong governance. This meant:

  • 100% uptime – No outages or disruptions to business operations.
  • Accelerated time-to-value – A process that typically takes 12-18 months was completed in just four months.
  • Uninterrupted innovation – Citeline successfully launched a new product during the migration.
  • Scalable & secure AWS environment – Built for future growth within the Norstella portfolio.
  • Standardized cloud management – Established best practices and governance models for long-term operational efficiency.
