Department Overview:
Global People Services (GPS) serves as the operational backbone for all employee lifecycle processes across the organization. Our team ensures seamless HR service delivery, data integrity, and local employment compliance. We provide strategic administrative support to business units, enabling operational continuity while strictly adhering to local labor regulations and global governance standards.
Project & Role Context:
Driven by changing defense legislation and heightened state compliance mandates in Ukraine (including Cabinet of Ministers Resolution No. 1487), GPS is centralizing and scaling its Military Accounting & Records function.
To support a national workforce of over 1,500 employees, the GPS team is implementing a dedicated operational framework focused on full-cycle military registration (військовий облік), workforce preservation (бронювання), and cross-regional TCC/SP liaison management. The Military Record Specialist will directly lead this strategic initiative, maintaining 100% audit-readiness, protecting key operational talent, and ensuring total legal compliance across all Ukrainian jurisdictions.

Requirements
Qualifications & Requirements
- Experience: 2+ years of hands-on experience in military accounting (військовий облік) in a corporate setting within Ukraine.
- Specialized Training Certification: Mandatory completion of state-accredited training/certification in Military Registration (Курси підвищення кваліфікації з організації та ведення військового обліку).
- Legal Knowledge: Thorough knowledge of Ukrainian labor law, military obligation legislation (including Law No. 2232-XII and Cabinet of Ministers Resolution No. 1487), and current reservation protocols.
- Government Liaison: Proven experience directly interacting and coordinating with TCC and SP centers, local authorities, and government bodies.
- Technical Skills: Proficiency in Excel, HRIS software, and electronic reporting systems (Diia portal/registry).
- Languages: Ukrainian (Native/Fluent required); Intermediate English (written and spoken) is a strong plus for internal communications.
- Soft Skills: High level of discretion, strong legal acumen, attention to detail, and ability to handle confidential information under high-pressure conditions.
Job responsibilities
Key Responsibilities
- Military Accounting & Maintenance: Maintain full-cycle military records for liable employees (reservists, conscripts, and active service personnel) across the organization.
- TCC Reporting & Compliance: Prepare, submit, and track all required statutory reports to local TCCs (e.g., quarterly/annual reporting, hiring, termination, personal data updates).
- Employee Reservation (Бронювання): Prepare documentation packages, manage submissions via Diia/Ministry channels, and track statuses for key employee reservation requests.
- Onboarding & Offboarding: Review military registration documents during employee onboarding; audit compliance upon offboarding.
- System & Registry Updates: Keep internal tracker files, and official hard-copy military logs 100% updated and audit-ready.
- Consulting & Support: Serve as the primary subject matter expert (SME) for internal HR teams and management regarding military record regulations, mobilization rules, and employee inquiries.
- Audit Readiness: Ensure full operational readiness for external inspections by military authorities and TCC representatives.
